There are , foreigners arriving in the United States every day. Out of those arrivals, the majority of foreigners enter with visas and about 2, are unauthorized. Public libraries are one of the few democratic institutions left where literacy services, computer access, job seeking and training workshops, and an expanded range of library services are offered free of charge to any adult learner. This article explores the impact library literacy programs have in the development of immigrant community engagement. Literacy programs are free, learner-centered library services that are essential to the social, cultural, and economic development of rapidly expanding ethnic communities. Through their literacy services, libraries play an important role in reaching and expanding membership of new Americans.
